US Army Corps of Engineers (USACE) Permitting


GBMc & Associates provides strategic US Army Corps of Engineers (USACE) Permitting Services to a range of clients in order to reduce, avoid, or minimize impacts to Waters of the US and to minimize costs associated with permitting and mitigation.  Specific service areas include:  identification and delineation of Waters of the US, development of pre-construction notification packets (permit applications) for Section 404 of the Clean Water Act and Sections 9 and 10 of the Rivers and Harbor Act, correspondence and negotiations with the USACE, and mitigation support including guidance on avoidance of Waters of the US and development of compensatory mitigation plans.  

Experience and Capabililites 

  • Provide USACE nationwide and individual permitting services in the Vicksburg, Little Rock, Memphis, Tulsa, Kansas City, and Fort Worth Districts of the USACE
  • Provide USACE permitting support to various clients including municipalities, oil and gas, electrical transmission services, commercial and residential development, and various industrial clients. 
  • Experienced in use of functional assessment methods such as the Charleston Method for calculation of wetland impacts and mitigation credits and in the use of stream impact evaluation methodologies, including the Little Rock Stream Method. These functional assessment methods are used to calculate wetland/stream credits required for compensatory mitigation.
  • Provided support for procurement of compensatory mitigation credits from wetland mitigation banks including calculation of compensatory mitigation credits, coordination with the USACE, and coordination as well as negotiations with mitigation banks for purchase of credits.   
  • Development of Permittee Responsible Compensatory Mitigation Plans including development of mitigation plan, oversight during implementation, and monitoring success.
  • Coordinated with the USACE to develop pre-construction notification forms for expedited permitting process in the Fayetteville Shale Region for oil and gas clients.
  • Provided permitting support for numerous pipeline rights of way and associated infrastructures such as compressor station pads and well pads.  Permitting support has ranged from traditional pre-construction services to after the fact support.
  • Provided permitting support for numerous electrical transmission lines and associated infrastructure projects. 
  • Provided permitting and mitigation support for commercial developments.  Mitigation support includes guidance on avoidance and minimization of impacts to Waters of the US as well as development of compensatory mitigation plans where impacts are unavoidable. 
  • Provide permitting support for stream restoration projects.
  • Provide permitting support for industrial and various construction projects.
